Sid Shiver is a Royal Navy Sergeant Boss who has been spotted at Kingshead, near the EITC Grunts. He's also been seen in the small armory on the second floor in Fort Charles and also at Fort Dundee, and Las Pulgas on Padres Del Fuego, even aboard Navy Flagships.
He appears at Level 9-14 and could present a danger to beginning pirates.
