The Scoundrel Hat is a crude hat that is redeemable by using the code Scoundrel and entering it at the Redeem prompt in your Sea Chest Inventory. On the island of Port Royal, the notorious snoop Rosetta Zimm will tell you this secret word when you speak to her.
It is similar to the Black Buccaneer Hat and the Rose Buccaneer Hat. The resale value is only 27 gold pieces.
