Ruth Armstrong is a Skills Trainer, working off the beach of Cuba at Rhea Armstrong's blacksmith shop. It's not indicated their relationship, but likely Rhea and Ruth are sisters due the shared family name, alliterated first names, as well as appearing fairly close in age.
Like all Trainers, Ruth will help the pirate reset their gained Skill Points so they can retrain their abilities. This service becomes more expensive each time it's used.

She once could be found near the Port Royal docks, next to the merchants stands in the old marketplace. She would stand idly near merchant Adam Goodprice and his frequent customer Tori.
After the reconstruction of Port Royal, Ruth Armstrong was never to be seen again on the island, or anywhere else in the original Pirates Online. She was returned in The Legend of Pirates Online.
