Roland Raggart is a pirate found on Padres Del Fuego under the tent outside Fort Dundee. Though not a Gypsy, he seems very knowledgeable about voodoo.
He helps pirates obtain some of more powerful Voodoo Staves. He also seems to have some unsavory ambitions of his own, to rival those of Jolly Roger. Roland dreams of power through a resurrected army of the fallen EITC and Royal Navy soldiers that Jolly has passed over.
