Rhea Armstrong is a blacksmith and proprietor of Rhea Armstrong Blacksmith stand on Cuba on the back of the beach next to the Peddler stand. While currently the only woman blacksmithing in the Caribbean and possessing a somewhat slight build for such a physical trade, Rhea appears to manage just fine.
She offers the standard variety of swords, daggers and accessories.
Her kinfolk, Ruth Armstrong, is also here - working as a Skill Trainer. It's unknown their relationship, but likely the two are sisters.
