Navigation is a special Sailing Boost ability. It allows for faster reset times for special sailing abilities: Full Sail, Come About and Ramming Speed. Currently, there doesn't seem to be any difference in the recharge time between ranks, all of them reduce 33% of the original recharge time (90s to 60s for Full Sail & Come About).
