The Harrow Staff is a rare voodoo staff that a pirate can only obtain from the Harrow Staff Upgrade Quest. This quest will automatically appear in your quest journal when you reach Staff skill level 15.
If this item has been earned by completing the quest, it can be also be purchased later at a Quest Reward Vendor for 8,000 gold.

This staff was originally much lower in power in the original Pirates Online. It was upgraded in The Legend of Pirates Online. This was changing to compensate for the Powerful ability.
