A Guild Veteran is member of a Guild who has been granted a first promotion by the Guild Master or Co-Guildmaster*. This promotion allows the Veteran to recruit new members, but does NOT allow them to remove members like a Guild Officer or a Guild Master can.
Like any Guild Member, Veterans can be removed from the guild by Guild Officers or the GM.
