The first person the pirate meets when arriving on Bilgewater, shipwright Dorbie Danton comes across friendlier than more of the weary inhabitants. He offers common services of buying, selling, upgrading, and repairing ships - and even has a private stock of unique upgrade items.
But, he will only offer those special items to you once you complete the Story Quest: The Keepers of the Code.
