Carlos Cudgel is a Boss EITC Thug, seen at Fort Charles in Port Royal,on royal caverns on port royal and in Thieves' Den on Tortuga. He was spotted at Notoriety levels 5-9. He was also found aboard a EITC Flagship as a lvl 5 trying to repel attacking Pirates.
