Carlos Cudgel is an EITC Thug Boss, and can be seen in the Royal Caverns on Port Royal and in the Thieves' Den on Tortuga. He was spotted at levels 5-14. He was also found as captain aboard an EITC Flagship trying to repel Pirates.
